inside the office premise the manager grade persons of other departments are shouting on each other and blaming the other staffs which is as per HR point of view is not good so i just want to issue a letter to the staff members to realize their designated post and the indiscipline behavior which is done by them , which spoils the working culture of the other staffs.
so just suggest me that how i will issue them the letter with official figure.

You may issue a circular to the staff reiterating the following.
The company provide the employees the work place only to work and not for any other purpose. It is absolutely necessary to maintain discipline in the office and all are bound by that. It is observed that few staff shout at their work place which is an hindrance to others from doing their duty and work. It is requested all of you to maintain the discipline in the office and any discussions or clarifications may be done outside in the conference hall or at the room meant for discussions. This may be strictly followed by all and any violation will be viewed strictly. we always work a team and it is necessary to keep up the good relationship among collegues
