Could Management Trainee Period Not Be Counted /be Counted As An Experience?

Please suggest by taking reading of the above judgement,The post of AGM was open for all but only departmental candidates given benefit for training period and none others.This is injustice for others who applied for this post and having the same type of training period.

Whether the training period rendered on a post in a different organization can be counted or not for the purpose of work experience on the subsequent post where the appointment was made by direct recruitment under the different employer?
