Dear SSM
Very interesting question... But never thought on the logic of "Why Calculating million man-hours worked" and it's background...
There has to be a bar to measure the things when comes to performance... When comes to production, this much tone production per day, this much erection today, like that... But what is the measure of safety... Its the safe man hours worked... Reaching million safe man hours is really a great achievement... The employees worked hard for achieving this safe man hours once cross this should be rewarded with some kind of motivational schemes... A platform also is required for motivation to employees... So this can be use as a good platform as well as a good target to achieve...
Then comes to background, I think might be another example of blindly following the practice what British given us...
Lets wait for the seniors comment on this...

It depends on size of the project. In some of the small scale projects, 1 L safe manhours is also taken as a milestone event. Pon

Dear SSM,
The million hours worked are taken as the basis for claculating FR and SR.
This is as per IS 3786 which was evolved in 1983.
In some program I attended, it was discussed that for a organisation having 100 workmen it takes roughly 2 years+ to complete one million man hours work on 12 hours shift basis.
At that time 2 years without accident was being taken as a bench mark for business having 100 employees.
Same continued when IS 3786 was published. The noble body which is responsible for setting these standards in India is DEFASLI. Most of Indian standards are based on ILO and US standards.
Thanks & Regards,
Sudhir
