Hi Prashant
You have not mentioned what kind of organization you are working with; I mean pvt / public / govt. Anyway, after approval from management, you first decide the requirement (only simple lunch or breakfast / tea / coffee also). Prepare the scope of services and then you may invite quotes from canteen operators / caterers. You also plan for procuring crockery, utensils, cooking gas, stove, insect catcher etc. as they may have to be provided by company to the caterer.
Assuming that you have proper infrastructure (building with furniture), on finalization of party, you may start the canteen facility. Monthly coupons can be distributed and recovery from salary may be made. You can also form a canteen committee to look after its management. Once it is started there are number of things which could be done for further improvement.

first you invite some caterer to your company and get knowledge. Decide the place where you need to establish canteen first. Then you need to purchase catering equipment like hot food counters, almirahs, canteen furniture etc. you can ask caterer copies of current agreements blocking/erasing pricing part. Anyhow agreement is something realted to purchase/contract dept.

Dear Prashant,
The canteen should be contain at least dining hall, pantry, kitchen, washing place and store room. moreover the area of the canteen will be approved form factory inspector. As far as my knowledge is concerned the area of the dining hall will be 30% of general shift employee can seat in one time. The walls of the dining hall and kitchen shall be so designed that from 3 to 4 ft walls be made from smooth and impressive materials. There is provision for painting of walls, woods etc.
In addition to above you will have to appoint canteen managing committee for maintaing food quality and hygiene standard. The company will have run the canteen with no profit & no loss basis. The company has to provide all the kitchen equipments, water, electricity and building at free of cost basis to canteen contractor, the cost of above materials should not be added in meals rate.
hope above will help you.
