Do you mean you want to use a 360 or develop a 360?

Pls read CB Gupta - Human Resource Management there are vraious methods in this book to do performanec appriasal and for 360 degree look for any symbiosis MBA hr book . There are traditional and modern methods of performance management very imp one is MBO. I know one method that is simple ranking method was apprsied twice by this method.
