Factories Act, 1948 is created by Central Government of India. It is applicable across India.

the Factory Act 1948 is a enacted by the Parliamnet and is in force through out India. However each State framed it's own rules under the Fcatories Act in exercise of it's power granted to it by the Act. The rules are largely similar with minor variations like registration fees or amenities etc. These rules prescribe the procedure for implementing the provisions of the Act. therefore you may have to refer to your state rules with reference to the main provisions of teh Act.

As per the Indian Constitution, Labour is a subject in the concurrent list where both the Central and State Governments are competent to enact legislations. Accordingly the Factories Act was enacted by the parliament in 1948 which provides occupational health, and safety provisions for the workers. Based on the Act, each state Governments have made their rules with slight modification as per their requirement. The state rules are in line with the Factorie Act and to be followed by the factories in the state.

Hai dear,
I agree with AY Sundkar along with one more point is that working hours regulation i.e safety, health, welfare of the working force. The Act gives the out line ideas but the rules are made with intensive subject.
