I want some clarificationt regarding contract labour,
Pls let me know all the rules and regulation realated to contract labour act like their compensation,contractor's Licence, forms,Principle employer certificate,related dates etc.

Dear Shafiq,
Followig are the compliances you must ensure under the labour laws for all the contractors
Form - I (Principal Employer to Register the Contractor)
PF Registration of the Contractor
WC Policy / ESIC - whichever is applicable
Labour Welfare Fund (Dec & June)
Labour License (If 20 or more workmen)
Form - 13 (Register of Workmen)
Form - 14 (Employment Card)
Form - 16 (Attendance Register)
Form - 17 (Wages Register)
Form - 19 (Wages Slip)
Form - 20 (Loss Register)
Form - 21 (Register of Fines)
Form - 22 (Adavances Register)
Form - 23 (Overtime Register)
Form C - (Bonus Act)
Form - F (Gratuity Nomination Form)
ID Card Register
Form - 19 (Leave Card)
Form - 18 (Leave Register)
Attendance Cards
Salary to be done on or before 7th of the month under intimation of Principal Employer.
Form - 24 Half Yearly return (Dec & June)

There is still some confusion like, form -1 (Principal Employer to Register the Contractor) is prepared by contractor or employer,and does contractor has to take this certificate from employer,
how to check the contractor,s licence and its validation,what wages is to be paid the con.worker's .

Dear Shafiq,
Form No I is the registration Form under the Contract labour Act. It has to be filled up by Principal Employer. It speaks about registration and maximum permissible workmen for the particular contractor.
Contractor has to take Form V from the Principal employer which certifies that the Principal employer has deployed this particular contractor for getting the work done. Based on this License is issued in Form No VI to the Contractor which shows till which date the license is Valid and for how many number of People.
You need to pay the Contract Workmen as per the Minimum Wages Act with wage rate applicable to your kind of industry. You can check this with local GLO.

Dear Jisha Prashant,
You are advised to contact any civil court advocate for this purpose.He will let you know regarding the stamp paper also. You have also not told about the nature of contract i.e loading & unloading.transport, canteen, gardening,general labour supplier ,security etc.

one thing i want to know for filing return in form 24 and as per minimum wages in Form 3 . can an employee sign and submit the form ???
Secondly, Can we file return by sending these form through post, courier etc.?????????
