Hi every body quality circles are much talked about concept in big industries can you give me some real example of its working from indian context.
Why do public sectors fail maintaining quality circles.
Tqm helps maintaining a good quality through out the org. quality circles are a very important part of uality circles are basically volunteer moments in any organization here employees are self motivated to form circles. i conducted a survey in a public sector and its showing poor quality circles involvement. and as per employee perception they feel that there is no top management support for maintaining this quality circles. no rewards or recognitions are done to motivate people some are feared of updating of tqm day 2 day may lead to feared employeethat they may be demoted and they may also be demotivated. and top management is not much bothered about quality issues rather they worry about targets to be set. and the people who are involved in these activities tell that its not to a in a and even its not practically possible to ask employees 2 stay back after working hours and discuss about the quality issues but previously it was a great success and now qcs are not at all meeting. when a small discussion can help the organization earn profit in crores why do the hesitate to allocate fund in lakhs?? how to the of ??? please suggest me some ideas list how 2 motivate employees to form qcs how top management can contribute and help maintaining the circles how to change their attitude towards maintaining tqm being a public sector investment may be a problem so any other non monetary suggestions? any other ideas???? please help: thanks and regards swathi s

A government company x wants to construct a public road on governments land which will give approach to its factory. the road shall also be used by public as well. since the road to be constructed is a public road so its ownership shall vest with governments public work department pwd. for the construction of road on 100 contribution basis company x approaches pwd. pwd accepts the offer and makes an estimate of rs. 50 cr. company x deposits rs. 50 cr with pwd with a condition that in case of final cost of project exceed the estimated amount company x shall deposit extra amount to cover the deficit and vice versa. as per the term of contract company x shall not have any control over road construction work i.e. no control over road completion time drawing and design construction site subcontractor material procurement manpower and quality of construction etc. even after construction the road shall be owned by pwd and not by company x the pwd then prepares dpr/drawing design and issues contract to contractor. the contractor completes the work at rs. 45 cr. finally rs. 5 cr is returned to company x by pwd. my question is: who is employer in the above case? note: facts to be considered while framing opinion: company x is a government company; pwd is also a government department. only sub contractor is a private firm. the important thing is this that government company has no control over road completion time drawing and design construction site subcontractor material procurement manpower and quality of construction etc.
