Dear Mili,
Yes, you will find many posts on absenteeism on the right corner too.
Before you take any strict action, I would advise you to find out what is the root cause of this problem, irregular hours /extended hours of work, heavy workload, lack of appropriate infrastructure /facilities, motivation problem etc.
Look at the other side of the coin also.

so far my knowledge is concern absenteeism in a very broader subject,
The dicsiplinary action is only for culpable absence not for innocent absent, culpable absence is that the emplopyees have habit of being absent and innocent absent means the reason of absent is beyond their control such as, accident, sickness, other sociel probs,
The dicsiplinary action is only for culpable absent and that is given below,
1 scolding or oral warning,
2 warning letter three times,
3 showcause notice,
4 chargesheet,
5 Terminitation letter,
ithink, it may be enough for you,

Dear Mili,
I was working with Manufacturing Companies and we were very much particular about time / Absenteeism. The first 30 minutes (8.30AM to 9.00AM) I spend with the absentees/ late comers. It was very strict that they should go to the shop floor after meeting me only and in my absence other designated officer of HRD, after one or two times they feel very guilty for meeting me again and again for the same issue and gradually they realize its seriousness / importance of their timely presence in shop-floor. The result was tremendous; I CAN SAY ALMOST 100%.

Hi,
The best possible way to get rid of this is restructure your leave policy.
Can include clauses like 2 or 3 late coming will be considered as Leave,
Un approved leave will be considerd LWP,
Showcause notice and termination on unapproved Leaves for more than 7 days etc...
