Dear Jaitesh
The Skill level will be decided as per the category of the workmen.
Helper, Male Coolie, Female Coolie are considered as Unskilled
Buffing Meson, Chipper, Khalasi, Assistant Carpenter, Asst Fitter and all the assistant workmen are considered as Semi Skilled (for these type jobs they need some skill level. That's why they are placed as Semi Skilled)
Meson, Carpenter, Bar Bender, Fitter, Driver, Operators, Painter, Plumber, Mechanic, Rigger, etc are required to have Maximum skill level as the work demands. So these categories are considered as Skilled Workmen.
As per their skill level the wages also will be fixed to the workmen. The government will make sure that the minimum wages to be paid to the workmen. If you make excess payment then the question of less payment does not arise.
As you said you are working as Time Keeper in dubai, How you got selected there.

Please go through the Minimum Wages Act 1948 with rules of your state. It is defined there.

I am sharing the following which an industrial engineer explained to me in the 80s while categorizing the employees. This can be debated, if required.
Unskilled worker-a worker who is expected to do manual work and need no skill required for operators/technicians.
Semi-skilled worker-a worker who can read a blue print(drawing) and is able to do the work as per the drawing with guidance/instruction.
Skilled worker- a worker who can read the blue print and make the items without instructions/he may ask queries for modifications or at time suggest modification in the original plan.

skilled,Sami-skilled and unskilled catagory of workers generally defined by state labour department notificaton which also ascertains minimum wages to be paid for those catagories.Normaly these catagories as under.
Skilled-Fitter,Electrician,Instrument Mechanic,Boiler Attendant,Operator,turner,Shaper man,Fabricator,Welder,Driver etc who has minimum 5 years experience in his respective field
Sami-skilled-Assistant fitter,asst. Electrician,Asst operator, who assist a Technician/fitter/turner/operator etc and has less than 5 years in his field
Unskilled-Who perform unskilled job and no any formal competncies are required for that job like Guard,peon,gardener,helper etc.

Some clarification to resolve your query on Skilled/Semi-Skilled/Unskilled Labour:-
1. Skilled - An employee who is capable of working efficiently, of exercising considerable judgement and discharging his duties efficiently.

2. Semi-Skilled - one who does work generally of a well defined routine nature, wherein the major requirement is not so much of the judgement, skills and dexterity, but of proper discharge of duties assigned to him for a relatively narrow job and important decisions are made by others. His work is thus limited to the performance of routine operation of limited scope.

3. Unskilled - One who does operation that involves the performance of simple duties which require the exercise of little or no independent judgement or previous experience although a familiarity with the occupational environment is necessary. his work may thus require in addition to physical exertion and familiarity with a variety of articles or goods.

The categories have more or less been defined by other members. Hope this answers your query.

As regards the wages, all state govts issue regular and timely notifications to this effect as under the Minimum Wages Act. Kindly get hold of one applicable to your loc. It is available on the net.

Classification of skills Category.-

(A) Highly skilled.- Highly skilled work employee is one who does the work which involves skill or competence of extra-ordinary degree and possesses supervisory ability.

(B) Skilled.- Skilled employee is one who is capable of working independently and efficiently and turning out accurate working. He must be capable of reading and working on simple drawing circuits and process, if necessary.

(C ) Semi-skilled.- Semi-skilled employee is one who has sufficient knowledge of the particular trade or above to do respective work and simple job with the help of simple tools and machines.

(D) Un-skilled.- Un-skilled employee is one who possesses no special training and whose work involves the performance of the simple duties which require the exercise of little or no independent judgement or previous experience although a familiarity with the occupational environment is necessary.

UNSKILLED: PEON, CHOWKIDAR,DURBAN, WATCHMAN, CLEANER, SWEEPER, LOADER, HELPER, MALI comes in unskilled category.

SEMI SKILLED:---GATEKEEPER(CINEMA),ASST. OPERATOR, ASST ELECTRICIAN, BOOKBINDER,WAITER OR BEARER, MALI WITH TECHNICAL EXPERIENCE comes in unskilled category

SKILLED:--ELECTRICIN, MECHANIC, TAILORS, COOKS Comes in skilled category.

CLERICAL AND SUPERVISIORY STAFF: BOOK CLERK, TYPIST, RECEPTIONIST, TELEPHONE OPERATOR, TRAVELLING SALESMAN, comes in this category.

Dear Sami
The Skill level will be fixed as per their nature of work, expertise and experience. Electrician without licence can be semi skilled and and with licence the electrician will be skilled, Mechanics and pipe fitters will be fixed as per the availability of the workmen in market and you can fix their category. But for welder it will be decided as per their qualification if the welder passed in 5G or 6G then you cannot give them simple skilled rate. Of sure they will expect more than the skilled rate. But for those who are in the level of 2G or 3G then for them you can fixed in Skilled level.
Hope you can understand my contention. You can fix accordingly.
