I would completely agree with all the suggestions posted by other members.
EHRIS sys for any organisation needs to be as per the organisational need - it needs to be customised as per requirement. No 2 organisations have same system, however only the basics remain same.
You can go for some agencies specialised for the same or you can get into contract with some free-lancers/specialists in the same area. First option would cost you somewhere between 5-10 Lacs min depending upon the requirement. Second option will be much cheaper, less time consuming and you get lot of personal attention as well. Always be very careful, when getting into these kind of contracts with agencies or free-lancers.
Incase you are interested for some free-lancers, you can feel free to contact me. I have been involved in these kind of assigments for more than 7 yrs now.
