BOCW ACT, 1996 is a legislation adopted by the Revenue department and is enforced in many states through the chief inspector under the BOCW Act, usually the commissioner, Labour and Employment of the particular state.

Under this act, there is a provision for registration of all establishments / even contractors undertaking civil natured work. Presently, in a state like goa, the registration fees is limited to Rs. 500/- till 50 labourers and a minor increase for slabs thereafter

Further to this, once registraiton is obtained, the establishment / contractor so registered would pay to the appropriate authority a sum equivalent to 1% or 2% ( as may be notified in the Official gazette of the respective state) as Building and other Constructions Cess on self assessment basis or financial year wise basis.

Enquiries / scrutinies shall be conducted by the chief inspector for periods subsequent to the same

if you are interested, you may require from me soft copies of the bare act and explanations from me free of cost

Dear Mr. Mehta,
The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 is called BOCW Act in short. As is obvious from its name, this Act has been enacted by the Center government for the welfare of the construction workers.
