First you get the syllabus of the Computer education in the Government Schools. Re frame your courses according to that Syllabus. Make Grading System. Write a profile about yourself and your institution. Put down the number of people trained by your institution. How the Computer Education Course will be beneficial to the students to take it up as a vocation and in further higher studies. What the Certifications, the Ratings, the affiliations and the Financial Standing of your Institution. Its Faculty and their Training Experience. Fee structure and the services you will offer, like providing teachers, equipment (computer) your charges. Also explain that how your services will be more beneficial vis-a-vis school based learning.
Conclude with the terms and conditions from your side and the same which are acceptable to you from the government side.

Suggestions of Surendra Bhanot are praiseworthy, hence u have to make proposal but while preparing the same u have to discuss with asst. director of Education of ur area through whom the proposal shall be forwarded to Mantralaya of ur state for grant of registration,U shall get the format of the letter from their office only, so, do not lose ur confidence and proceed towards the success.
