Hi Mandeep,
For the same, you should start by sitting with your dept heads and then scrutnize the basic work profile, basic skills/ qualifications needed to do a job ; like for accounts people they must know how to enter bills, prepare trial balance, reconcillation etc.... once you get such basic things then consult with your seniors to know that for a particular profile which one is most impt then rate the competencies on scale of 1 to 5; 5 being the most desired...
theus when you look out for candidates u will know that which qualification/ skill area is needed the most..
i have attached a rough matrix for your reference..

Knowledge, Skills & Attributes are the crux of competencies. To be able to map the technical & behavioral competencies, one needs to understand the business process, operations & identify from functional heads key skills which are needed to excel in the role . That ways for each unique role, you need to identify functional & behavioral competencies .
This can be started with formulating the Job Description along with functional heads which also captures qualification, experience & functional & behavioral competencies of the role

Hi
Compentancy and Skills basically depends on the type of Job and Position and the Role involved in that Job and Position. So, compentancy and skills differ on the Job and position in an organization. And the Matrix can be designed according to Organization policies or methods.
