You tried to express an issue. It is not clear.
However I understand that you have a problem with workers reporting for work without wearing safety shoes. If they produce a letter from medical stating that they have some kind of ailment with which they are unable to wear footwear you want to exempt them from wearing shoes at work.
Sorry to say that from safety it is not acceptable. If safety shoes is made mandatory at work; what ever may be the reason no one shall be permitted to enter the premises without it.
No one has the authority to grant exemption in such cases. You do not require a draft for medical recommendation to that effect pl.

Actually what I mean to ask is to send me a draft for sending internal circular and warning letter (But not to hurt them) via mail to staff's like all the staff's must wear safety shoe without fail we can include if any foot problem get the letter from medical center.
This is to send all staff to create awerness as well as a warning letter with some picture and slogans.

Mr Pillai is right, secondly there must be an Order/Instructions on wearing of Safety Shoes existing in your Org-I feel there is no need of another instruction or letter. I am asking a simple query-Forbid an accident takes place with a person who is not wearing the shoes-will we keep on explaining the pros and cons of safety. It has to be inculcated from Top-Down.
