I believe Mumbai Labour Welfare Fund Act does not speaks about the MONTH/salary he earns but it speaks about the Employee on muster-rolls as on December of the year. Thus MLWF is payable. I'm not aware of MLWF Act but is should be similar to the one applied in my state.

2) The employer is authorized to deduct the employee contributions from his salary.
3) If the employer employer through inadvertence or otherwise had no deducted, it can be made from the wages of such employee for any subsequent month with the permission in wirting to inspector appointed.
4) Deduction from wages as enshrined in "Payment of Wages Act" has to made.
