ESIC Rules

My previous Employer has deducted ESI at the required rate and i am deputed by my employer in some other dept. as outsource.Due to govt policy our all the rights has been given to the outsource employer and this organisations has not deducted ESI. My Questions are:
Am I continue to this ESI as our own or not ?
Is the ESI Card valid?
