I am not sure of what it can be but someone can confirm on this.
You can first seggregate the wheelers whether four wheeler or a two wheeler and for whom all would you like to assign two wheeler eligibility and for whom would you like to assign four wheeler eligibility.
Usually four wheeler will be assigned to Managers and Two wheeler for all the next cadre people especially thos who use it for official purpose.
As this is a car policy you can divide from the Mangerial level to the higher level where the petrol reimbursement for the same can be mentioned. For the company to give a loan to the employee to buy a car this can be provided but the same can be deducted with the employees' consent that certain percentage of EMi will be deducted from their salary and until then the car would be in the name of the company.
This way we will not lose out any thing.
Please confirm this and then go ahead preparing the policy i am only trying to share as I am not aware exactly what you would like to include in a car policy.

Yes you are right I have already derived for whom all we need to give 4-2 wheelers .
Basically I am looking for policy like "own ur vehicle" kind after 3-4 years.Whereas employee is not paying initially but after three years he can own the vehicle by paying the depreciated value of the vehicle.
OR
Some % initially paid by employee and then per month deduction from employee's salary for 3-4 years and after the set period the car will be transferred to employee's name.
OR
Use car and leave it at the time of leaving and the same will be forwarded to new join.
These are some options I can think of before making such policy..I need advise which would be better and which will be win win for employee and employer.
