In my opinion authority to close down the bank account rest with the person who have open it. Simple application is sufficient to close down the account by a/c holder.

You have to inform to the Bank about the details of the retrenched / terminated / resigned employees from your company. But the closing the account will be upto the decision of the employee whether he requires that account or not.
If it is a zero balance salaried account the banks themselves will take appropriate action, the bank will initiate some letter from the bank for non crediting of his salary since 3 months and your account will be converted from zero balance account to minimum Quarterly Average Balance maintaining account, and if whoever not interested to maintain such account can come and close their account on some specific date mentioned by the bank.
