Probably, your question is not complete. Is it a mfg org, service org or a NGO dept ?. 'cause each has their own designation methods. A service setup may have as follows
Draughtsman
Executive Engineer
Sr. Exec Engineer
Asst Manager
Manager / Project Manager
Sr Manager / Technical Manager
Asst Gen Manager
Jt Gen Manager
Gen Manager
VP
Sr VP & so on !

yes exactly. Designations are to be decided in the end. It would be nice if you give us an overview or picture of your company in terms of it's operations, departments, hierarchy, number of employees etc. Once this is clear, then job titles can be figured out. All the best!
