Hey,
I am afraid they arent.
HR Tools : Are the physical tools used to implement HR Policies. For example you may have a compensation and benefits policies (Thats HR policy) but to implement the same you need various tools like Pay Planning tool, Payroll tool etc.

ok....can u giv some example of both as to wat they include......Actually i have to include "HR tools and HR policies of a company" in my dissertation project...so wat should i write in that?

I do not fully agree with the statement that HR tools are physical tools. it need not be physical one at all - it can even be a process
For example to man various positions in an organisation we select people. Interview process is a tool or HR tool for the same. But how many people should be there in the interview board and whether the department head should be there or an outside specialist should be included; whose ranking should be given maximum or how much weightage etc comes under the HR policy pertaining to Interview

As I Know Hr policy is formed to make employees understand the practices and systems prevailing in factory, it may be working hours, leaves, promotion,payment,dress codes, settlement... and about each and every practices that perevails in factory.
But Hr tools are the methods Hr department practices to achieve the objectives of the company.
For example, recruitment, apraisals,motivation,benefits, payroll etc.
