Compliment is not a Bribe and Bribe is not a Compliment. consultants/ Vendors used to give Luxury Diary/ some gifts in festival seasons (New Year / Diwali) to maintain their business relations. Some MNC's having the policy stating that Employee should not accept the gift from their vendors (which value is more than Rs. 5,000).
First we have to understand the intention of that Gift. If it is bribe , that will definitely spoil the quality of the manpower and will lead to business failure.
As you mentioned in your statement (HR Managers Commission from Consultants) if any one is involved in this type of activities , first he/she should be terminated. It is highly unethical and ashamed to HR Community.
Lets be a roll model to our Team Members. Thanks!

Regarding the same point in different thread i have exposed the corruption of HR(in recruitment) & Admin(For Transportation & other things) Purchase managers from suppliers & lots are even demanding some %.
One person demands & later it will become as a corporate culture. The service provider might think as if they won't offer the % the same person might not get the business so he himself will offer the % in initial times.
I hope even Balaji also notices this point.
I am working as Admin Manager for small IT organisation & taking care of both HR & Admin activities.
I am telling the experience faced by myself. I am not telling for pride I am telling only the fact.
Once I was getting the quotations from various transport service providers for Pick-up Facilities for our employees. Then most of the service providers told as I will offer you 5% on the bills which is in practice in other organisations. They specified even the big corporate companies who are getting the commission from them. I told the instead of giving me th % why cant you reduce the billing amount for the company instead of paying me bribe. They told as it is not bribe & only compliment.
If the same compliment if the government employee or a politician asks then we will call it as BRIBE but in our corporate culture the new name for BRIBE is COMPLIMENT.
The same situation in many cases.
" I am the son of the straight forward GOVT Employee in revenue Department from TN" I will follow his footsteps in my life.
Ofcourse I will agree that will take much time to stabilise in life if we are not corrupted but the development will have stability. "Slow and steady wins the race"

I newly joined there at the time am not able to say no. I agree with rama. ours is engineering company last diwali we purchased some gifts and some nuts packs for our vendors and clients. we just gave for some good relationship to maintain in future is it bribe. I love my hr professional kindly sit and think my side friends and seniors.

The name tells as you should be truth full "Nambikkai" to the company. Complements like pen, Dairy are given openly in the company that is officially. But the other complements like Gold, % and other valuables are not given in public or officially, how do you call it? is it complement or Bribe. can you show in accounts as I have given him the % as complement in your company account statement? wherein the complements like pen & diaries can be declared in accounts in Business Development head"

I also tried to bribe some HR but never ever find any such type of manager.

However accepting monitory reward against placement of a candidate today or tomorrow can put the reputation of self as well as the organisation at stake.
In my openion it is not right to trade into a situation of commission sharing by the HR managers.
