Hi, it vary from state to state / kingdom to kingdom / province to province in UAE.....may be Dxb is different when compared to Abu Dhabi ...hihihi, so please go by your company's rule..you cannot create a new one! Cheers!

According to law, A worker shall, for each year of service, be entitled to an annual leave of not less than: (a)Two days a month, where the worker’s period of service is more than six months but less than one year. (b)30 days a year, where the worker’s period of service is more than one year.

The employer may fix the date of commencement of annual leave and, if necessary, divide such leave into not more than two periods.

I think to administer leave granting and utilization without affecting the work, you may need to define 'leave and vacation (passage) policy' by considering all legalities mentioned in UAE Labour Law. Kindly check Articles 74 to Article 90 of UAE Labour Law.
