Staff Nurse To Bed Ratio

Dear Sir, When we say, staff Nurse to bed ratio 1:2 then what does it mean? wheather 1 nurse should be present for 2 beds 24 Hours or it is the number of total posted nurse?

We are Running 300 bedded hospital, Occupancy rate is 220 per day.10 beds are for ICU please mention how many nurses should be posted?
