Definitely the designation of Corporate Manager is higher in terms of weight. Again it depends on the organization structure and hierarchical level prevalent in an organization. Regional Manager confined to a particular location is lesser in stature when compared to Corporate Manager which indicates that he/she is responsible for the entire organization except in some special cases like Regional Manager of a more bigger region say South Asia/Europe/US/India where the equation slightly changes as per the organization's policies and reporting structures.
While the Manager at Corporate level takes an overall responsibility, the Regional Manager takes care of a particular region, as defined by the Co.
To be simple, the Coproate Manager may direct while the Regional Manager is responsible for execution.
