how to create hr structure in a smallsize concern

i am appointed as a hr in a orgn. they dont have any format r procedure for hr. i have to develop the entire hr activities. help me in this regard

i think you should search through the citehr there were quite a few replies for that for a startup company or the one which has to develop a whole new Hr dept
