What mr. anil is saying is correct in simple words we can say like all IR and Employee Relation (Labour, contract Employees, Trade union etc.) as your in manufactruing unit its more concern about safety and trade union activites.
HR now its totaly related to policies, recruitment, training and development, performance management, etc., even including IR & ER.
