English E-Learning - Training Evaluation

Hi all,

Our company launched an E-learning English program and set one year as a target to evaluation the learning effect of participants. Now time will come soon. Yet since we haven't had any participant to take a English Level test one year ago, it's somewhat hard to judge how far they have gone throughout one year study. Can any senior give help as to how to make it up?
