How long a management can delay full & final settlement?

Dear Friends,

I worked for an organization as Admin Manager for about 6 yrs and have received 2 best employee award & a gold medal for my outstanding performances. Due to some reasons, i wanted to quit the organization and join other. The previous management was very desperate in retaining me, as i had always been a performer and a go-getter. But as i was firm in my decision, they relieved me 20days before my notice period is completed. Now that even after 50 days of my relieving, they have not settled my dues (my notice period pay, PF, grautity, etc). I was told that within 48 hours of relieving formality, ones' dues has to be cleared. They are not willing to settle my dues, to give a message to other employees working there, that if they leave against management's wish, they will not be given any settlement.
Please advise me on my future course of action. (i have written enough reminders to them - sent by e-mail)
