Shwsethi,
In order a staff to earn a promotion.To my personal understanding,first conduct regular performance reviews to identify employees' strengths and weaknesses and help them to improve in areas that will lead to job advancement.Promotion shall be obtained solely on basis of merit and for employee who have served for the same position for 5 years consecutives and has shown outstanding performance as well as special contributions to the organization.Based on employee performance,the employee shall be promoted from within whenever possible and when employee is promoted shall be given 5% salary increments on his/her basic salary.

Dear Shweta
As per my understanding all faculty promoptions are based on the UGC and AICTE guidelines. Eg. People haveing set net or Ph.D are entitield to promotion. Also it depends on what type of experience he/she has. It is difficult to suggest a promotion cirteria as such but following things are taken into consideration
1. Original Papers presented at national and international conferences
2. Seminars conducted for colleges
3. Arranging extracurricular activites
4. Higlighted the name of college in the industry
5. NGO assoication
6. Books written
7. Qualifications
8. Feedback from students
9. Goes as a visitng faculty to other colleges
There can be many other criteria depending on the things that your college wants to target.
