Hi Vishal....
I am going to prepare a book named "Handbook of Questions by Vishal". It will make a great reading.... Just Joking... No offence
Well of course the answer is "Knowledge Based"...
Labour Based is a term that is used for some industry while HR work is a profile of a person... He needs to have sufficient knowledge for his work, and may not require labour force to perform HR Functions efficiently

gud one...some how i have lot of questions in me....till everything is answered...i will keep asking & keep learning....once that is done i will start askin more questions...and cause a total brain drain at citehr...
on a serious note... core h.r could be called as knowledge based... but on recuritments i have my doubts....

HI VISHAL'
well my consent goes for knowledge based. see i've been into core recruitment functions and i found dat u need to have info abt d required profile, even knowledge , an understanding coz u need to match d requirement wid d candidates profile. for all dis a good understanding of hr is necessary n it has nothing to do wid labour.

hi scary,
so an example to illustrate is,
I have few frinds in sales , they have been told to recruit sales execs under them but they are finding it hard to get hold over it, coz recruitment being a core hR function , one who knows even small small ins and outs of recruitment can handle it efficiently..
so, those friends have asked me to do it for them....
see in this case they have labour (themselves) but due to lack of knowledge they are finding it hard.
hope this example satisfies my point....
i'll wait for ur response...though the post is quite old...
