Please read the concerned act and rules carefully. Any way the service tax wil be collected like sales tax and deposited with central govt. in the normal circumstances. Here the sale is of services and not goods hence the service tax. This is very basic funda otherwise it is a vast subject.

Dear Vijaya,
If you are working as consultant through any third party then if that third party raises Service Tax in their bill then the only " Third Party " is liable to pay.
If you are working independenty & client pays you the service tax to you in your monthly payments then you are liable to pay service tax.
In case of any query please do call.

As a HR consultant, your services are liable to service tax. It is your liability to deposit the service tax with the Government as per the rules.
You can charge the same from your clients while raising the bills.
Hope this would help you.
Thanks & Regards,

Dear Vijaya,
It is to be borne by the service receiver.
Example:- If you have raised an invoice to the party alongwith the service tax, and received the payment as per the agreement. In that case you will have to deposit service tax. Please note service tax is based on receiving. if party has not paid service tax then you dont need to deposit the same.
