Leaves Under Probation

Dear Folks,

I am working as hr executive in textile concern, i have been asked a question several times by under probation employees, why we can't have leaves under probation?
we offer just three short leaves (2.5hrs each) to underprobation employees in a month.

please advise can we allow them leaves under probation, if yes then how it can be done.

during probation, you can give leave half a day for each completed month. For one year you can give 6 days leave in total
