How to make HR policy?

Hi,

I am newly joined a software company ,where they don't have any Policy . They are planning to have & work is assigned to me . Can any one tell me how to make it or can I have a sample policy which can help me to make the policy of the organization.

1 RECRUITMENT/ SELECTION

what / how the recruitment will be carried out

what is the selection approach/how it will be conducted
-induction/orientation
what is the policy guideline for this

2. HUMAN RESOURCING

-succession planning /talent management
what is the policy on this

3. PERFORMANCE MANAGEMENT
-performance appraisals
what is the policy on this
-org. learning
what is the policy on this
-training
what training are /will be provided
-development
what development programs are made available
-career planning /development.
is there a planned program

3. COMPENSATION MANAGEMENT

-managing COMPENSATION process
what is the principle behind the system
what criteria are applied
what are the determinants factors
Is commission applicable [ for foreign exchange dealers]
-administration of compensation
how it will be implemented
-benefits
what benefits applies for each position

4. EMPLOYEE RELATIONS

-organization communications
what systems exist
-staff amenities
what staff amenities are available
