Since you are talking about the niche skills, try to identify companies working on the skilset. Accordingly you can headhunt people from those companies. Maintaining a databank of Companies with the skills they are working on will fetch you a lot. It will help you for recruitment and down the line you will also be able to identify fake Companies.
For this you will only have to google.

Hardeep,
Take for instance citehr, or linkedin.com, all these are networing sites.
You will come across professionals in various industries, and you can either ask them abt their interest in considering an opportunity, or seek their help in asking them to give you referrals.
Cost effective - can also be job boards on sharing basis. Saves time. Saves consultant fees.
Sometimes - even consultants are cost effective depending nature of assignment / profile.
Advertisements are also cost effective because teh reach is really vast.
