In PSU only DPE guidelines are only Authority and Government Auditors rules the Personnel Management seeking approval of Boards of Directors for each agreement or welfare and benefits extended to the employees. Aboe all Union's are dominant in managing employee affairs and forcing management not to force employees to work during normal working hours.

If at all PSU employee works he only works if he is given ovetime for working during official working hours.

Where HR stands in PSU is just pampering employees in seeking Chairman and Managing Directors approvals for all out of policy decisions to favous employees and save Managers job and save life of management from militency of trade unions working in PSU.

It is therefore HR policies are mere farce in PSU. More action needs on the front of arresting corruption by PSU employees in all PSU Tenders (Canteen, Transportations, Uniform, Welfare etc- purchase commitees) and other tendering from Commercial and Stroes department where most of the PSU money is being drained under blessing in disguise of PSU managements.

Viligency Department in nun of the PSU has functioned to arrest and nab culprits and become spectator.

Forget HR in PSU, this is my experience and observation in all PSU in India.
