Dear,
it means recruiting the advisor. This sort of recruitment doesn't fall under HRM.
It is purely a marketing/Networking task. Usually done by unit manager/ Relationship Mgrs to make a team of advisors so that advisor will give IRDA exam, after passing the exam they will get the license. After that they can sell insurance policies.
Pls do not waste ur time there.

In 2003, i did same for ICICI Prudential,
do one thing a make a simple project report named "Recruitment of financial Advisor"
u whenever the advisor recruited & thereafter training is been give to him/her at RNIS college.
After a month training & they have to appear for exam for getting a license to sale the insurance.
