Starting up a new HR Consultancy / Looking for a franchise

Hi all! I have started a consultancy with not much difficulty. But the market is not encouraging. So I thought of going for a franchise with an already established/reputed HR Placement consultancy. People are asking for huge amounts as franchisee fee. I am confused. Can anybody help me in finding a 1.genuine consultancy and 2.A consultancy which do not charge or expect large amounts as a franchisee/licensee fee and really support us in doing business.
