after reading you situation, i got remembered my starting days in my present org. when joined my present org, i was also in same state, here was nothing in the name of HR. no record nothing.
so first you should start with present practices in your org. and start collecting data of the employees working on the roll.
coordinate with all the depts. and interact with the HODs first.
interact with account people, it is possible before you, they would be taking care of salary administration.
