Default Case Scenario...talent acquisition and retention strategies

hi all,
this is a situation that is given to me. i could do with some help!!

XYZ Ltd is a organization that is doing its business planning for the year 2008 – 2009. Last year the firm did very well in the revenue generation and their sales grew by 50%. This year, given the economic downturn, the leadership team has decided that the focus will be on Differentiation but with focus on minimizing of cost and also highly differentiated product lines
The Organisation is characterized by the following :
ü Regulated inflow of capital
ü Tight cost control requiring frequent, detailed control reports
ü Loosely Structured organization roles and responsibilities
ü Intense differentiation of product lines – sunset products which are not doing well if required.
ü Efficient distribution system
ü Customer is King
You are the Chief People Office of this organization and are present in the board. Your chief executive officer wants you to come up with the HR Strategies for this year.
Give a description of the HR Strategies around Talent Acquisition and Retention that you will adopt as the Chief People Officer of this organization.
