At the outset its better to have MOU signed among the two.
As you mentioned it varies and depends on the services provided by consulting firms.
It starts from 8.33% and varies based on years of experience/CTC offered.
However its always within HR team to negotiate it for uniform rate irrespective of positions/CTC.

But i have a consultant whos working for my company for almost 3 years and he charges almost 12% and to say our company has not signed MoU with the consultant.
Does the closure fee varies with CTC or the position.
