PhD-HR..(east coast)..??

Hi..

Im interested in doing PHD in HR from any of east coastern universities of USA..i have an Mba in HR (A+) and 4 yrs exp...but i havent given ielts or Gre yet..

Plz suggest a decent university, where admission norms r not very stringent and the course fees also isnt sky high
