I am facing a typical problem. Will u help me in solving it ?
Ours is a construction company and since last four years we are on the CTC concept. Earlier, before adopting CTC concept, we were providing family accommodation to our employees. Company also own some flats which were provided to our employees. Now I am coming to my problem, recently one of our company owned flat become vacant and there are almost 15 employees approached for the same flat. My problem is whom should i allot the flat, can u help me to find out a criteria for allotment, as no one is entitled for that as per policy. But keeping in view of the present hike in house rent we wanted to allot the same to someone.
Can anyone suggest what criteria can be fixed in allocation.

You are absolutely correct in deciding to allocate the company flat to your employee. Since, there are no eligible employees as per policy, why cant you look at amending the policy. Add subsequent eligibility criteria so that in future also the problem can be addressed. You can consider the following criteria:
1. Length of service of the employee
3. Whether Dependent family members are staying with the employee?
4. Family status (Family members staying along with the employee can be given preference over bachelors)
5. Special cases of physical disability of family member.
In general, you can look at the most needy from the employees who have applied for the company rented house. The deviation from the policy can be approved and documented so that you can take an unbiased decision.
In Govt where they provide Housing facilities to their employees they follow the concept of seniority. A person requiring an allotment of house needs to submit a request for the same. Based on the availability of the accomodation and on seniority it will be allotted to him. You can also try to formulate your rules accordingly.
As soon as you induct a new employee into your firm, you can very well request whether they will require a company owned accomodation. Based on this you can allot.
Regarding your present situation, I suggest that you can go on a system of lot to choose the person who could be accomodated. But ofcourse I need to add that it wont be the best of the practices but you can do it as an one time measure.
