please tell me how to open a domestic call centre

I'm in a state where Telecom industry is growing day by day.I would like to open a call center to provide customer service on their behalf......please suggest me the procedure to open a domestic call center from the documentation part to the final step.

I have been tring to open a call center but i would like to outshore. Can anyone give anyfeedback or contact me about information on this matter , I have been working at home for over 6 month now and have the resorces to open a Call Center but dont know how or who to contact for contracts .
