By virtue of SRO 622/90, Private Hospitals, Dispensaries and Pharmacies are covered by Minimum Wages Act. The latest minimum wages applicable is not available with me right now, but you may get it from the official website of government of kerala or from the labour department personally.

I do not think that a clinic/ dispensary will be exempted by the Minimum Wages Act for reason that they employ only two, because there seems to be no minimum number of employees mentioned in the Act but any person who employs one or more person will be regarded as employer under this Act. However, your clinic will be exempted from the operation of EPF Act and ESI Act.
