As most of the work of HR pertains to legal and finance in my opinion the final reporting should be with the finance head.

Hi Narasimha,

Excellent Posting yaar...

In my view, HR is ideal from all the functions... They should directly report to the Top management. They are the bridge between Management and the employee.

Why such questions are not so focused by CiteHR members....

It seems members are encouraging only "ATTRACTIVE TITLE WHICH IS ONLY RELATED TO MALE FEMALE RELATIONSHIPS"

I have noticed many of the valuable questions are not answered in citehr.

All should change the attitude to give more importance to such types of question...

This doesn’t happen all the time. It all based on the structure of the company and organizational hierarchy. VP-HR or Director-HR reports to CEO or the president of the company. In case, the head of HR department is of not that level, for example the head of HR is Assistant Manager or Manager then he is asked to report of the CFO or CTO.


In case, the branches of the company are spread across the country or globe, then in that case HR Head (VP-HR or Director HR) sits in the corporate office and in branch offices they place Senior HR Executives or Assistant Manager or Manager HR. In such cases, it is not possible for VP-HR or HR head to trace the work done by Executive or Manager at branch level hence they are asked to report to the branch-head or operations head.

Default Who should HR report to?

Thanks Narasimhan for the question posed.

The answer depends upon so many factors: the size and structure of the organisation in question, its culture, whom you are directing the question to, etc.

The following website HR Survey: Who Should HR report to? quotes a survey conducted in 2006. according to which of the 93 respondents

"Eight two (82) percent identified the CEO as the senior executive to whom HR should report. Eleven (11) percent suggested the COO and six (6) percent chose other. Zero (0) percent selected the CFO, which ironically oversees the HR function in many organizations."
