try linkedin.com. I see there are few highly qualified professionas, whom you don't find in any portals.

Give a press release in one or two local daily, which is mostly covering the surrounding areas.

You can visit any of the institutes and can talk to the concern persons and make mouth advertising about the opening..give your contact details to every one.

I suggest that you go for job portals. I dont understand why you dont find them effective. for eg: if you want to hire a Manager Sales, you need to target from which company, call a candidate from a lower position say Sales executive, design a form where details such as His Manager sales are need to be given in the internal application form prior to he being interviewed, probe into the details given, I bet you can hook the guy you are looking for your organisation

Well Anu is it not everyone of our's nightmare to do this day in and out!
We are all looking for a silver bullet are'nt we? is not easy we just have to
plug away and get on.... if I say I have this magic wand you wud say
why is it that you are not using this instead will be a Q frm you!
So I suggest since you are a start up, dig in heels first and then
plug on ... voila success will be there ...
