I am also trying for the same but so far as today I havent got any of such kind. As per my search and research no valid university gives this kind of facility, only way left is joining full time Ph.D.

As far as I know you cant register without a PG degree for Phd.
However, you can opt for M fil and then do ur thesis. There is cut-off marks limit in Mfil. Check with any university. The Phd guidlines are more or less the same.

I am aware of three University/Institutes imparting Phd through distance learning namely :_
1.AIMA :-That Conducts RMAT for granting Admission and it costs about 85 K .Admission for it will start in September/Oct.Awards Phd from Aligarh Muslim University-PhD in Management
2.IMT (Ghaziabad):-Admission will start in April'09 ;Eligibilty is Maters Degree with 75 % + Experience or Professional Degree with 60 % + 15 Yrs of Experience.Fees 55 K .It awards degree from Guru Gobind Singh University (Delhi)-Phd in H.R.
3.IGNOU :-Mphil is required for Phd.
I am searching for other Universities to Start Phd at Once.
