It is only when you are faced with such situations that your real self gets tested. With all due respect to all seniors who have said that there should be a dress code, I do not agree. This is simply like putting a band-aid on a wound without diagnosing it.
You would be surprised how much communication helps. You have clearly mentioned in your post that you were waiting all this while, what for?? A real HR professional is supposed to be creative, not like those seniors(with all due respect again) who are asking you to go behind the back of your fellow employees and getting a dress code sanctioned.
Talk to her. She has been in the media for a long time(as mentioned in your post). That industry eats and sleeps glamour, whether you like it or not. So it is obvious that she brings that baggage with her. Rather than shunning her, its your professional duty (if not ethical) to have an open conversation with her. You have the advantage of being of the same sex, use it. Have a girl to girl talk and tell her how it makes others feel. Boys will be boys, forget about them. You may find that she might not be that bad a person after all.
A request to our Seniors: Please don't put a DEAD END sign on every new curve you come across.. please be creative and humane at the same time.
