 HR Help- Regarding Initiating Knowlege club in Office

I am Niraja from Hyderabad.
I am HR person form Ramky Group.
I am planning to introduce a Knowledge club in our office.
Plz advice me how to initiate the process, n how can i design an introductory mail regarding the program, so that all the employees can get the info. about it.
